Human Resource and Administration

The Department of Human Resource and Administration (DHRA) is responsible for the development and management of human resource and provision of administrative and logistical support services in order to facilitate effective and efficient performance of the Ministry.  The Department is headed by the Director who is aided by an Assistant Director and has the following Units:

  1. Human Resource and Administration;
  2. Human Resource Management;
  3. Human Resource Development;
  4. Procurement and Supplies; and
  5. Record Management.

The functions of the Department are to:

  1. Manage effectively all the human resource management functions in order to enhance staff morale and optimise utilisation of human resource in the Ministry;
  2. Manage effectively the human resource development functions in order to facilitate staff development and enhance staff performance;
  3. Ensure timely provision of administrative and logistical support services in order to facilitate efficient and effective operations;
  4. Co-ordinate effectively public relations functions in order to provide information to the public and promote the image of the Ministry;
  5. Manage effectively staff and other resources in order to facilitate the attainment of the Ministry’s objectives;
  6. Implement the Annual Performance Appraisal System (APAS) in order to enhance performance;
  7. Co-ordinate effectively wellness programmes in order to improve the general health of members of staff;
  8. Facilitate the procurement, distribution and maintenance of records of goods, works and services to ensure the smooth running of the Ministry; and
